Target group change and downsizing
During 2010 it became evident that it would be difficult to run the programme during the EfficienSea lifetime due to the current harsh economic times. Offering the programme to employers in the whole cluster did not prove to be more fruitful since everybody is struggling with tight budgets. Even a last try to downsize and change the target group for trainee positions to already employed persons failed, as the maritime administrations in the project declared unable to participate due to current finances.
 
 
 
The way forward is more cooperation
Having realized that it won’t be possible to run the developed trainee programme for the time being, the question is: What can still be done within the project lifetime?
In September 2010, human resources managers in participating administrations met to discuss possible ways forward. EfficienSea results so far have indicated the need to address the employer attractiveness issue, the gender imbalance and also the need for tools to deal with future oriented change. Managers fully agree that international networking is important and offer possibilities for future cooperation. 
 
 
The international maritime trainee program
EfficienSea project partners have created a tailor made model for an international maritime trainee program. The participants are confident that despite difficulties, the networking activities will be fruitful.
The maritime administrations and maritime universities in EfficienSea have elaborated a model for an international trainee program. The two-year programme provides a career track for young professionals and meets the common competence needs of maritime employers by tailored activities.
 
 
An important part of the programme is international networking in order to gain an understanding of the regional challenges. The networking is extended into regular job training abroad along with a number of study visits.
Targeting young professionals with an academic degree at bachelor level, the programme also offers the possibility of part time studies at Master's level. The four maritime universities in EfficienSea from Poland, Finland and Sweden form a partnership and accept student mobility in existing programmes and courses.

Reports available early 2011
Reports on needs assessment and how the universities will cooperate have been published to project partners. The public final report is scheduled to be published in January 2011.
